I know this is an old thread but I found a way to boot without a working power button (from external touch anyway) Take off the HDD cover, to the left of the power button there is a gap where you can see the circuit board, gently take a small object and put it in the gap and lightly touch it on the circuit board until you get the sweet spot, you know when youve found it because the PS4 will beep.
